How to Obtain the Aerial Photos

The primary methods for obtaining the aerial photos are online via an Interactive Map Server (ArcIMS). This interface serves as a tool for geographically selecting individual photo tiles, which are then made available for downloading via a FTP link. Tiles range in size from 3 MB (2 foot) to 170 MB (3 inch) in a compressed ZIP format.

2003 Ground Control Report

The regional ortho-imagery project is the product of a joint effort of the CCJDC and the Association of Monterey Bay Area Governments (AMBAG). The following is an outline of the project:

  1. The Regional Ortho-imagery Acquisition Partnership

      a. CCJDC initiated the project to acquire seamless imagery of the region in a cost-effective manner for each participant. The latter was achieved by charging each participant a proportional share of the project cost.
      b. AMBAG sponsored and managed the project.
      c. Project Goals:
      • Obtain current, high-quality, affordable ortho-imagery for the entire region
      • Build an improved map base for the region. There was no common coverage or continuous   mapping effort for the region.
      • Fill gaps in coverage
      • Create a common baseline for future updated imagery
      d. 25 Participants were involved in the project.
      e. Project cost $800,000.
      f. Project flight dates were in June and October 2003.
      g. Data is public record subject to the California Public Records Act.

  2. Results and Lessons Learned

      a. Results
      • Participants saved 35-45% of the costs they would have borne had they acquired the imagery on their own. The potential would have been greater if we had more participants.
      • A superior product was achieved because of QA/QC process using a subcommittee of project participants.
      • Partnerships are being created with those who were unable to participate this time around through in kind support.

      b. Lessons learned
      • CCJDC has provided a collegial atmosphere that has contributed directly to the success of this project.
      • AMBAG was seen as an honest broker by project participants.
      • Varying levels of technical knowledge addressed by technical workshops conducted by the CCJDC.
      • Project management requirements:
          1. Working with vendor
            a. Clear, precise language spelling out project deliveries, timelines, form of deliveries.
            b. Importance of tight contract language to control adherence to deadlines.
          2. Dynamic QA/QC process through CCJDC Aerial Imagery Subcommittee.
